altering frame rates with seperate aniblocks?

Hi everyone, just wanted to know is there a way to alter a frame rate on a seperate aniblock? For example I placed to aniblocks down on the aniblock time line the 1st aniblock I want as 30fps and the 2nd aniblock I want as 15fps, any way of doing that?

    Go to the Edit mode for the Block you wish to change. Lower or raise the play back speed once the tools list for edit mode.
