Whats happenning here, why are thet turning out like this? Any way to fix this

Too much displacement, I'd say. Dial it down and/or set some limits. Start with the figures, the clothes might be trying to follow.
not sure what that means I'm still very new to DAZ, they didn't look like that in DAZ, looked fine, it was only after I rendered it that they looked like that

Ah, sorry, should have realized I was in New Users. The preview doesn't always show some of the more advanced features since they might require some processing by the renderer. Anyway, select one of the figures in the viewport or Scene tab, and go to the Surfaces tab. This shows all the surfaces, and groups of surfaces (for convenience). Displacement is one of the settings that affects surface detail by using a greyscale bitmap of the details to be added. Displacement physically alters the mesh (as opposed to Bump and Normal maps) to give real bumps and grooves, like the extra-bumpy surfaces you see in your renders.
There are many surfaces on the figure, and not all will be using displacement, so start with one that is obviously out of sorts, like the arms or the torso. Look for the Displacement slider and verify if there is a small picture on the left side. That would confirm that there is a bitmap being used. If so, drag the slider to a lower value (half at a time is usually a good way to see the change in effect). If in Iray preview mode, you will see the results pretty quick as it redraws, or make a new render.
It could also be Vascularity, an add-on product that gives those bulging veins in addition to what might be included in the figure's base skin textures or HD details. Do you have anything like that installed?
If you had to scale the figures down by a lot to fit the environment the bump and displacement values need to be adjusted for the new size.

Change to the Surface Selection Tool and click on click on a problematic surface of one of the affected figures, like the arms. Open the Surfaces tab pane and it should show that surface highlighted on the left side. On the right, look for Diplacement in the stack of controllers on the right side. If there is a small icon on the left side of the slider, then adjust the amount to a lower value. If there is no icon, just a down-arrow, then there is no displacement being used, and the problem could be some other parameter. Try adjusting others that might have an effect. I know that sounds vague, but without more info about the figure and materials, shader, or other influences, it is hard to pinpoint the problem. If using the 3DL render engine, you might not see the results in the preview, so you would need to render, or use the Spot Render tool to avoid having to render the entire scene just to check the arms. With Iray preview you would see pretty much any changes made on the fly (if using actual Iray shaders).
not seeing anyting next to diplacment, the 2nd picture is what happens when I try to render as NVDIA Iray so I usually render as 3Delight
Actually, that black square is something; any image present will be used for displacement.The limits determine the minimum and maximum amount of the displacement, the strength fades it in. Black values will push down, white will lift up. Even if the image looks completely black, the could be some detail that is not easily visible. Try setting the Displacement Strength to zero and see what happens. For the final result, you might need a lower strength or a lower maximum.
I see you are using some Dystopia City blocks, which are scaled way down to 1/120th. Did you scale down the rest of the figures to match, or scale up the city blocks? If you scaled down the rest, the displacement levels remain in real units (cm I think), so even a small amount of displacement will be amplified 120 times, which might explain the exaggerated detail on the figures (as jestmart suggested).
3DL and Iray are very different render engines, and that is a whole other discussion.
ETA: Just thought of something. If you want to render in Iray, do not use regular 3DL skydomes (they can be recycled, but that is an advanced move). The Dystopia City Blocks come with a skydome, which looks good in the preview window, but will block all light entering the scene from outside when using Iray and its infinite-dome environmental lighting. Simply hide the Skydome in the scene (click the eye next to it) and try an Iray render.
Ah I see, I scaled the figures down, tried that hiding the skydom and it worked
Brought the render into gimp to add lights to the car and a sky picture from google to finish it, prob a way to do those in DAZ tho but anyway seems to have turned out ok,
