I bought a bunch of fabric jpgs. Is their any way to batch convert them into shader presets?

Not really, a Shader preset is a bunch of settings, only one of which is the image to use for the base colour (which is what you want). For your own use, find a fabric shader that has the basic look you want (glossiness and so on), apply it to a model's surface (e.g. a sample outfit or a primitive) by seelcting the model and the surface, then switch to the Editor tab of the Surfaces pane and you can drag the fabric texture from a fiel browser onto the Base colour, File>Save As>Shader Preset, drag in the enxt image, save, and so on. Do make sure you note which shader you used to start, though, as you can't share the results with others - if you want to do that you have to make up your own base shader onto which to aply the images.
