You don't need to download it if you don't want to.
It was designed to make downloading and installing products simpler for new users. There have been teething problems so far so it's probably best to wait a while until they're ironed out. Sorry for the extended metaphors.

If you like to torture yourself and feel the pain, you will need it.
Are you happy with your current file structure? Are you comfortable with your current download method, be it DIM or manual? Do you use directories other than C:?
If you answer 'Yes' to any of those questions, consider very carefully downloading Daz Central.
If DIM works for you, you don't need it.
