What Does a White Dotted Line around a Thumbnail Mean for Connect?

I have a product (i13 3 Stylish Tops) that has a white dotted line around its thumbnail. It will not load using Connect, and I already installed it using DIM. What does the white dotted line signify?

    A Bent arrow in a circle icon appears at top-right of the product thumbnail, and in Smart Content's Products tab it appears in the Updates install state filter (the row of button along the bottom).
