Can anyone suggest a way to quickly and easily smooth out the behavior of the hair?

You could try adding a smoothing modifier to the object geometry.
I'm asuming that you have autofitted it to another generation character, and if so the rigging will be changed.
For hair it is better just to move the hair in plance and then just parent it to the character. That way the original rigging will be maintained.
Another option is to select the hair and the weight paint brush. Then select a bone in the hair, open tool setting and select general weights - you can then increase or decrease the weight the individual bone has on the hair.
Unless I'm mistaken, it's a product for genesis 2 female that's being put on genesis 2.
I can see that the hair lists both V4, G2 and G3. Are you sure you have used the right version?
What does DS do when you add the hair?
I just ended up using the G3F asset on Genesis 2 Female and that gives me passable results.
