No. Textures are not Key Frame able in DAZ Studio. But there is a Texture Script Plugin that can be used to do it.

Maybe in this particular case, if you
-set eyes color to ambiant 100%
-set skin color, to white
-change light color for changing the color face.
It may works try on a simple sphere to check (I'm not sure but it may works).

You might be able to cheat something like this by loading multiple figures in the same exact location in your scene. Apply a different texture to each figure, and Keyframe the Opacity level to make a figure disappear and a new figure appear underneath.
I haven't actually tried this so I have no idea if it will work. I suspect this would require key framing the scale % as well.
Hopefully that script Jaderail posted above works to avoid any if this nonsense, lol.
You could do it with Shader Mixer, the variable brick will give you the frame number or time which you could then use to drive a transition with a Mix brick. It would be easier to set up if you had a skin texture (or textures) you liked that use the DAZ Default Shader as you could then copy them in as a brick set up in Shader Mixer; otherwise you will have to build your own shader.

Its totally possible. Just change the texture at whatever point in the timeline you want the change to take place. no complicated scripts or anything like that required.
A User could mimic it by doing many scenes and editing those into one file but that was not the question as I read it. I read it as a change from one to another texture over time in a single file. That would require a animated texture.
