It appears to be designed to export G3/8 characters, with any clothes/hair attached, and ignores the visibility of the G3/8 figure. In Blender, you can delete the G3/8 and keep the other items. As they al share the same armature, you can delete just the G3/8 mesh if for some reason you want to keep the clothing/hair rigged. But one deeply irritating feature is that the transforms are all locked by default, so you will have to unlock the all to do anything useful with them.
