Do products like these include the hair?

I can't figure out if hair is included. And if so, which one.

In addition, if it DOES include the hair and if I wanted to use a different face via Face Transfer, would I be able to do so on this model? Thanks!

    No   the hair is not included.   You will find a link to the hair model  in the Additional Products used in Promo Images: list on the store page you have linked to.
    I think it is probably the first one in the list.

    very few characters include hair and the handful that do clearly say so in the title

    a character is just a morph and skin textures usually 

    on rare occasions not even skin textures
