Camera Tracking - Motion Blur

I've been trying to produce a camera tracked motion blur effect such as those you see where the camera has tracked a fast moving object, where the tracked object is kept sharp and in focus and the blur is applied to the surroundings instead. Like a panned shot of a fast car for example.
But all that's happening for me is a blurring of the vehicle instead. I find it rather odd, as the camera has been parented to the vehicle, but the frame of the camera seems locked in position in the render.

Test scene with tracked car and rotating 'wheels'

Rendered frame.

Thanks.

This was covered very well in one of the DAZ Video Tutorials on YouTube. It was how I learned to use the Built in Motion Blur in DAZ Studio. I wish I had the link to share but I seem to have not bookmarked it.

Thanks for the reply, I found a tutorial by Jabba101 on Youtube and he said that it doesn't work if you move the camera, so you have to move the scenery instead.

Oh well, I guess I'll have to Group my environment together an move all that instead.
