It appears this error is a common problem with 64-bit Windows 7 computers. I tried to find an answer in the forums to this problem but it was never answered very clearly.
I tried to uninstall and reinstall fresh copies of 2005 and 2008 Runtimes as well as allowing the program do run their own versions to no avail. I have tried numerous other fixes that I found outside of the forums but they failed too. Is it that if you get this error you just cannot run the software?
Tried new graphic drivers and that did not work either?
Any help would be appreciated.

This is NOT a common problem. Basically that error means that you are trying to:-
1. Run a Non-Windows executable.
2. Run a 64-bit executable on Windows 32 bit.
3. Run a 16-bit executable on Windows 64 bit.
Or the executable is corrupt. You don't mention what it is you are trying to run? I am assuming DAZ Studio. If it was a DLL then you would get a different error (missing module). I suspect you have a bad download, try uninstalling the main application and downloading it again.
I eventually got it to work but of your three things
1 . No.
2.. No.
3. No.
I settled on uninstalling the 64-bit version and installed the 32 bit version. For some odd reason it would not run a 64 bit version on my 64 bit OS, but it would run the 32 bit software.
It now crashes when I try to run the low end rasterization of the the tutorial but I'm getting closer.

install via Windows updates "Microsoft FrameWork" NET framework
i suggest you to get all available updates and fix of the system!
Yep, something is WAY off if Win 7 64 Bit is not running every 64 bit peace of software you can install. The OS is by default built to run the 64 bit software better than 32 bit.
I have the same problem.Application was unable to start correctly (0xc000007b). Click OK to close the application;
I install CUDA and everthing OK. https://developer.nvidia.com/cuda-downloads?target_os=Windows&target_arch=x86_64
