Resizing figures by measurements, height and weight based on standard or metric units?

I am wondering if there is a way for me to resize figures based on measurements (bust, waist and hips), height and weight, using the equivalent of standard or metric units?
The reason is because I would like to create female models based on famous people using measurements listed on Wikipedia.

When I mentioned "standard" I was referring to U.S. measuring units. Metric works well for me, since my country (Canada) and most countries rely on the metric system, plus metric is easier to understand.

I bought it this morning while it was marked down, and I tried to install it. When I checked my list of plugins, it said ir failed to load, with a red plug icon to the left. How do I fix this "Failed to load" problem?
Did you enter the serial number?
Didn't get the chance. No box to enter the serial number displayed by the red plug icon.
But could I still enter the serial number in the box despite the red plug icon?
I know for sure there was a zip folder with contents to add to the My DAZ 3D Library folder. However, I keep my DAZ library on an external drive in order to free up hard drive space on my PC.
I may have had the same problem when I installed pwToon after resetting my PC one time.

I realized something. I was supposed to install the 64 bit version, and apparently the dzmeasuremetrics.dll does not show in the "C://Program Files(x86)/DAZ 3D/DAZStudio4/plugins" folder.
Version 4.12.0.86.
Could the plugin not be compatible with the Version 4.12.0.86?
That's probably it, it gets updated to match each new release.
Maybe my version of DAZ Studio is older than the current update for Measure Metrics. Maybe it could be time to update to the latest DAZ Studio version.
