controlling zoom rate

Is there any way to specify the rate at which the mouse wheel zooms the camera in and out? For example, when working with large scenes, one must often back out to see the overall picture, but zoom in to see and work with specific details, or one might hit frame without realizing that will put your camera way back on the horizon somewhere instead of conveniently framing your object to roughly fill the viewport, and you might have to jog the scroll wheel well over a hundred times just to zoom in just a little bit.

Also, to move your camera back to the object just select it under the scene panel and click on the icon after the hour glass, the one that looks like a target selector, and make sure you have the object selected with the universal selector active. Otherwise it will not zoom in to your target object.
To my knowledge I don't think there is a way to change the scrolling speed of the mouse wheel (but don't hold me to that).
Ah, the focal zoom (right mouse button) on the magnifying glass helps as it is much more responsive in this situation, thanks.
