If color accuracy is important look for one that is factory calibrated and has the highest coverage of the sRGB gamut as possible (those are going to be at the high end of your budget though).
For gaming at 4k higher refresh is better than 60hz but again the higher you go the higher up the budget you go and at 4k it becomes a matter of how many frames can your Graphics card even push out.
You likely won't find a reasonable balance at your budget so decide which is more important and get the monitor for that.
I would suggest checking out an IPS panel for photoshop rather than a TN and see what you think. The colours really pop. After working on an IPS a normal monitor looks so washed out.
The only other thing you need to be aware of is that, in 4k, the DAZ studio interface will be tiny. It apparently doesn't scale well. That may be offset by the 32", but it's worth finding out from others first as I've seen others complaining about this before.
As for the refresh rate, I went for the 144hz and wow, in Doom it feels as smooth as butter. You can definitely see the difference.
Precision 7710 with a 17" 4K IGZO (100% Adobe RGB) screen, and the image and color quality is amazing.
Precision 7510 with a 15" 4K IGZO (100% Adobe RGB) screen, and the image and color quality is amazing. Pixels are a little too small without scaling up the display.
Samsung 32" 4K monitor (VA panel) I used to think it looked nice.... untill I saw it next to my IGZO screen laptops...
Sony 55" 4K OLED TV. Amazing color reproduction and the pure blacks just blow all other LCD technologies out of the water.
Sony 65" 4K TV (VA Panel) Good looking screen, a little bit of color shift if you get too far off center.
If you can get an IGZO based LED or an OLED screen you will never want to replace it (until you decide to get an 8K screen).
I've got a 27" 4K ASUS and it's too small to use at full resolution with Studio. The type and thumbnails are tiny!
I did the math, and would have to go to a 36" at 4K for the type to be the same size as it is now at my current resolution.
I'd prefer at least a 44", but desk space... I'd have to wall mount the thing, but I have no room on my wall.

hmm, never noticed that. i think it scales well.
im currenlty using a surface book 2 (which is not 4k - but has 3240 x 2160 resolution on a small 15 inch screen) and daz looks fine.
Marvelous Designer, on the other hand, i have to run at 200% so i can read it.

Honestly I have a 4k now and will go for 2 1440p next time I buy monitors. 4k is great for watching movies but otherwise I don't like it.

It's because of the poor and incomplete implementation of UI scaling in Windows that I think even 32" is not big enough for 4K.
