Playing with fur

Trying to do two different things that I don't know how to do.

1. Make a panther character "shaggier". His fur is fine, I just want it a tad longer. Is that possible?

2. I want to make a character who looks almost completely human except that he is covered in a very fine layer of fur, like extremely fine. I tried applying a fur texture to him and he looks like an animal, is there a way to just put the fur layer on top of his skin layer with the fur barely visible and thin?
