There's a lot of stuff in the store here that works for that period, but not all of it is in the PC collection. There's the Regency cottage, of course, with its texture sets. But it's strictly for exteriors. I'm pretty sure it came out around the same time that the Sensibility line started being released. The Ballroom and the Study (and Haunted Mansion staircase) all work, too. The Victorian storefronts work since the architecture isn't particularly incompatible with the later 18th century.
Of course, one of the best is Ness's Regency Dining room, which can be configured for all kinds of interior scenes. And Tomalin's rural chateau is perfect. Most of the garden stuff would also work.
Definitely carriages rather than cars, unless you are doing 1970s bridesmaids -- which really are almost indistinguishable from the Sensibility line (and which I suspect was based on them). I'm not sufficiently conversant with the styles of carriages to be able to say which ones are too modern for the Regency period (roughly 1811-1820, although the term gets applied to anything from about 1800 to the early 1820s).
The Regency era in the United Kingdom is the period between 1811 and 1820,
So think pre Victorian
The ballroom and the study would both work, as would the shop from the PC, the one that can be several different shops with the add on sets.
