I've been looking to get a 12GIG GPU for a while and finaly purchased a used Titan X (Maxwell) for 325.00 and I am super happy with it. SO happy that I just saw a few go up for sale on ebay for $300.00 and I feel like buying them all.

Before you go mad on buying GPUs note that "small" Maxwell support is deprecated https://www.daz3d.com/forums/discussion/comment/6200861/#Comment_6200861 (I'm not sure what the "small" actually means, but the message is clearly that Maxwell cards have a limited use-life in Iray).
Here's a chart https://en.wikipedia.org/wiki/CUDA#GPUs_supported (scroll down a bit to find Maxwell). I think the "small" refers to Shader Model 5.0, so mostly mobile and low-end cards. The next to go (5.2) will be the rest of the 700/900 series, including the Titan X.
Maxwell's days are definitely numbered, OP. I feel your pain - I just lost the use of my Kepler series card last year.
If it's any consolation, it'll still work great in Blender.

If one is looking for 'cheap' render cards, with performance on par with a titan x(maxwell), Tesla M40.
Cost about 120-150 on ebay.
If you up to about $250 usd, you can get the 24GB version.
I was looking at those, my question is, how do I keep it cool?
Depends on your system and how you decide to mount them.
For servers and workstations(proper ones) it's not really an issue as they are designed with cards like this in mind. Might needto add a piece of ducting, if the particular card doesn't have a shroud or support bracket.
For consumer class computers and external mounting, one or two high (20+)cfm fans(40mm internal or what ever external), and a fan controller, either computer controlled or manual. You'll need to dial in what works best for your particular setup.
You can get mounts for the fans on ebay for various models, although i find most to be of dubious quality and whether you can get the whole mess in the computer is going to depend on your case. Duct tape or super glue is usually just as effective if attached to the support bracket.
Personally i mount my gpus externally on pci-e x1-16 adapter boards and use a couple old server case fans on a manual sata or molex fan controller.
I also use a server powersupply(hp) with a break out board for running multiples gpus.
Check out how mining rigs are setup to get some ideas on this.
I got a titan a couple years ago and the 12g has been used*..... I think it's only recently they broke the 11g barrier again.
But it works with 412 and 414 ... and since you can render in 414 while you do other work in 412.. even if it's not as fast .. it still does well.
