Tool Issue? I don't know. has this ever happened to you?

Hello, this morning, while working, the button that allows me to adjust overall position in the viewport, greyed out, and will not work.

It works on other tabs, but I use this tab, for basic work.

I closed and reopened the viewport, closed Daz Studio and reopned, nothing seemed to restore it.

This has never happened before (that I recall), has it ever happened to anyone else?  (see attachment)

(I wish I knew how to fix it.)

Actually DS is running with many bugs not the same example of your issue but on mine this customized bar does not allow to stick on any side neither upper nor left or right, the same like you I did restart DS, restart my PC and nothing the bar stays there and no automatically stick when I drag to any border, was workin fine the last week but now crap!

You're in one of the special view modes "Front". you  can't manipulate the view while in that mode.Switch to "Perspective" or one of your cameras and you'll be able to move the view around again.Front, Back, Left, Right, Top and Bottom views are locked to their positions.
