I have a 1927 scene in 3ds Max and I need a male and female character, complete with that period costumes.

Depending on what you want, http://www.daz3d.com/roaring-20s-flapper-dress-for-victoria-3 may help - it's for Victoria 3 and a custom morph but you can convert it to Genesis, I think, by applying the V3 Stock shape, exporting as OBJ and using the Transfer Utility in DAZ Studio with the V3 shape for Genesis http://www.daz3d.com/v3-and-m3-shapes-for-genesis (which would also let you use the Michael 3 suit that matches the dress).
Not characters, but Rendo did a Roaring 20s thing a couple of years ago and the stuff would be listed under RPublishing. It's all for gen4 though. Wilmap has a very nice set of 1920s dresses over on ShareCg. Hers is for Genesis (G1 I think).

I don't use Daz, what would it cost for someone to set up a 3ds Max model?
Also, the costumes are a bit TOO flashy for normal street scenes!!

That's a lot of characters! :)
You won't find many Max users here, DAZ Studio, Poser, Carrara, and Bryce are the main programs here. There are a few that use it to model products to use in those other four programs.
That actually would be against the DAZ 3D EULA, for someone to set up something using DAZ 3D products and then send it to you.
Probably the opposite extreme, but there's some 1930's workday stuff also.
