The dress is Bandana Dress for Kids 4!
I have Kids 4 Base that's it needed!

I have no idea how to get the dress looking ok
after put it on the girl! in some areas the skin
on the girl are visual and the dress don't cover the body
nice!

I have tried to search for information about
Dynamic Clothing Base and Dynamic Clothing Control
but don't find them!

Check photos for the issue I have with the dress!

This may sound silly but have you done a 'drape' on the dress? That is gone to the Dynamic Clothing tab/control and clicked on the 'Drape' button (as a minimum! There are some other things you can do to improve the results, but let's get it working first).

    Thanks!

Nothing is silly for me! I have never used that tool and no knowledge of it!
A following question here! Do I need to do that for every image I take on
the dress or is it enough to only do once?

    Look much better now!

    That'd depend ... ;)
If you are doing still images then you need do the drape once for each pose/render you do.
However - until you 'fix' the drape by using the freeze simulation option on the context menu (the little square with horizaontal lines at the top right of the control pane) then everything is still 'fluid'. When you do the freeze the system converts the dynamic clothing item into a static prop and a set of morphs to convert it to the required shape. Once that is done you cannot go make, adjust the pose and re-drape.
