If I want to turn a clothing or a wearable (e.g. a dress,shirt, or a shoe) into an independent prop which can be adjusted in rotation and translation and morphed, what should I do?

Depends on what you plan to do.
If you just want it as is, including default rigging and morphs, unselected anything in the scene and just load the product as normal.
If you want it to do something it's not designed to do, such as draping over a chair for non-dforce products and don't want to use d-force, you'll need to export as obj and reimport then rerig the resulting object.
You may also need to modify the object in another program, blender, cinema4d, 3dsmax, hexagon, etc, to alter the geometry for morph creation.

Another quick thing to do to use dforce an clothing that already has dforce is to remove the dymaic dforce modifier and then reapply it. This will cancel out all the weights on it turning it back into non weighted. This doesn't always work however with sub items like buttons and latches need to get modified or removed or reattached as sub items or do an edit like DrunkMonkey said.
