IK Rig pelvis why doesnt work ?

I try create NEW IK CHAIN but it work with the hands and legs.. but not the pelvis ;'(

any idea how to IK rig the pelvis?

 

And also when i try to use the active pose tool, i PIN the feet ... and click on pelvis it works but the feet they still move a little ( i want them to stick and not even move a bit) ;'(

 

any idea please?
