Sun and sky issues.

I'm sorry if this has been asked a dozen times before, I tried search the forum but couldn't find an answer. 
 

Been trying to change the sun posing in render settings and couldn't find where the control were. Eventually found where they are locked thanks to YouTube, but when I get to that section, the controls (sliders) don't exist. Is there someone I have to do in order to activate them?

Is the Envionment Mode in Render Settings set to Sun and Sky, or to Dome/Dome and Scene with no environment map loaded?
