It's actually saying :
Permission Denied

It says it's a WIP... work in progress... probably not done yet. So you wouldn't have permission to view it since you're not a Daz employee. They have lots of stuff going up in relation to the bridge plugins.
I hope that's the case.. If you look at all other topics in the animation section you can see that the videos are horribly outdated.
It also looks like you can't actually do animation in Daz3d at all. All you can do is assemble motion capture clips.
Animation isn't easy but it can be done as Ivy will tell you (one who uses DS for her animations).. If you are looking for quicker solutions may I suggest blender or Maya. The documentation is old and MotionBuilder is older so perhaps it was worked on by somebody who left Daz a while ago. Documentation people don't stay there long. There was a YouTube video a few years ago that a Daz employee made so maybe he started the page and did not finish it.
I found the YouTube video on MotionBuilder and DS..it's from 3 years ago.
