What Causes when you load it on the screen, have an outline around the outside of whatever body part you click on, it won't move, I know there is something somehow, to make this happen and I don't know what the name of it is. What will happen, if you click on say the hand both hands will be outlined, and if you try and move that hand it moves the whole body, left or right or up and down. But hand neither hand moves independently move.

What selection tool are you using to select the hand?

Sounds a little like you may have the surfaces selection tool active. Regards, Richard.
