Hi.
I am new to Daz Studio and no documentation, video or discussion here could help me or I am not able to understood it.
I'd like to change the position of a figure starting with the foot.
The foot should stay at it's location (global cords) and keep it's absolut angle.
When bend the foot, not the foot should turn it's angle but the rest of the figure from shin to head should rotate around the foot.
Is that possible? Thx

There are Pose Controls on the figure which can help with some things like this, but by the sound of it you want to twist the shin which isn't covered.
You can use the Universal tool to pin the foot's placement, using the pin icon on the gizmo that appears when the foot is seletced, then twist the shin and it should stick - however, the pinning isn't very firm so care is needed not to dislodge it.
Also the activepose tool is similar to universal but it affect more parts of the figure, using both is the best way
use the space bar to lock unlock the nodes
and use the tool settings tab, the activepose tool has some interesting options specific for posing
Sounds like you are trying to do a piroette or turn while walking, which to be quite honest, is just difficult with Studio. Keep in mind that there is no gravity, there is no surface contact. So the concept of "weight on one foot" just does not come into the equasion within DAZ Studio. Also, everything works off the hip, regardless of what you setup or how you do it, change the hip and you are starting over. the two answers above are a big help, but have thier limitations due to the Hip movement. Standing up looks easy, but once you change the hip.... well, it gets very, very time consuming to get the feet or foot back into place once it has moved with the hip
That said there are a couple add on applications sold by DAZ, that can help. both Graphmate and Keymate, come with Studio, but in a "lite" version, they can be essential in getting rid of what I call the "ice skating walk", there is also a step pinning script that hopefully someone can point you too... it essentially looks at your foots current position and nails it in place.
As for a piroette, pose your character, in the one foot stance you want, CTRL+D will 'drop' to floor, or the ground plane. Then make sure your entire character is selected and spin on the Y axis.
Hope that is helpfull.
If you are open to paid product, ultimate pose master have the option to pin feet and hands while you move the figure.
