i guess softly feminine is kinda retro these days.
it's a big commitment, the love interest for one my story leading men.
looking for a character who doesn't look like a pron star.
a face with personality.

I think the difficulty might be that everyone's definition of feminine is going to be different. For example, I do not find the character you linked as feminine at all, although the promo images are doing their best to present her that way.
But then there are 2 other aspects to consider: 1) age/maturity and 2) substance vs marketing.
There are many characters, which include options for subtle tasteful makeups and feminine looks which are not over the top or provocative, but the marketing material in the store does not emphasize those qualities, perhaps adding to your impression that those characters are really rare and out of fashion.
I can list a number of characters which I personally find really feminine in a subtle not over-done way, but you probably won't agree. Just in case, here are a few:
For very young age:

A couple to a few years older:

And if you are looking for a more mature feminine character:

There are also morph packs that give you several different faces and/or bodies such as my "It Takes Character". This allows you to mix and match with faces and bodies and with others to make your own unique characters, as well as use whatever skins you have that are compatible. Just another of many options. :)
Personally, I don't use preexisting characters for their morphs (the exception being Ryuu International, which I find essential for Japanese men), and certainly not straight out of the box. I much prefer to dial-spin unique characters using a combination of different morphs. If you're using Genesis 1 as your base, I would suggest the following morph packages, some of which are free:
Die_trying's V4 morphs for Genesis absolutely essential for any character)
Pin-up Girl Pack (perfect for adding that little bit of "extra"shapeliness)
Ghastley's Generic Anime Head Morph (great for anime characters)
Tempest's V4 Aging Morphs for Genesis (very nice for older characters)
Amy Aimei (perfect for asian ladies)
and the Evolution head and body morphs for Genesis, which are included in the Genesis Starter Bundle.
...for work with GenesisG2F, I tend to use the various merchant head/face and body morph resource kits as well as primarily work with the morph controls to create most of my characters.
My other major tool are Zev0's Growing Up morphs. Not only do they have growth stage pesets, but one is able to make adjustments between the different stages and there is a handy "youth posture" control that more naturally helps to eliminate the "swayback" look most Daz females seem to have.
While I do have a lot of the Gen4 characters (including some already mentioned above), I primarily now use them for the different skin maps and maybe a couple specialised morphs (like those for Thone/Sarsa's fey chacters) which I import through GenX.
If I have to pick one it is Thone/Sarsa's Tommi who became my frequent "go-to" character as she had a lovely physique and delicate face for a teenager which was a very welcome addition to the runtime since Daz never released a base Gen4 teen figure. Her head and face shape are still part of the "gene pool" for my Genesis/G2 teen character Tracey Kyle as well as her mum Lady Emma Kyle, and older sister Tegan.
A close second is the aforementioned Ivory who has a lovely Victorian English appearance. She is still the basis of both my Lady Meggan Grande and daughter Margo Grande Genesis characters via GenX.
hmm, I can't think of anything in the DAZ store right now, but for slightly less pron-star-esque looks I think I would go for Neila by moonbunnie or Matilda by vyktohria over at Rendo and both for V4.
Great list. But I'd agree 100% if you switched out domina and substituted

(In fact I only got Lilith's base and that only after I saw Rhia)
Of course, one of my personal favorites. ever. is ivory too!!
