    It is a swimsuit, not a dress.

    After much searching I discovered through Google a picture (below) that pointed to IH Kang, but the item wasn't in IH Kang's Daz Store. Searching the forums for IH Kang turned up a message from Missuskisses from 2020 saying to look for newer IH Kang products by searching the store for H&C. Here's the link.
