There was a room set a little bit back where half the props came as a separate purchase, but no real indication that you needed both. But it was later backtracked on and combined into one singular product.
I suppose theres still the whole advertised "vellus hair" "feature" of Genesis 8.1 that requires you buy a separate figure too...

The Blue City is a little different in that the main selling point is simply presets for a set that should already have them, not props.
But I think the same solution should apply. The presets need to be part of the basic set. (Perhaps then sell the elephant and a few other statues and stuff as an add-on.)
There are a couple Stonemason sets where the lights and cameras are sold separately...I think Urban Future 6 might be the most recent one. But the actual structural preset is there. (In fact, I'd love for SM sets to be more modular!)
IIRC in the case of the Stonemason sets the lights and camera sets were done by a different PA (Dreamlight).
The ones for Urban Future 6 were sold separately by SM as well as the ones for Venezia Suite and Urban Future 5.
