Acording to the tech specs for the ASUS GTX 1650 Low Profile OC...
Suggested PSU: 250 Watt - 300 Watt
Bus Interface: PCIe 3.0 x16
Slot Width: Dual-Slot
Interface: DVI-D and HDMI 2.0b
Make sure your HP Compac 820 has at least that size of a power supply, and appropriate PCIe slots (2-slots side-by-side).
Also, make sure the card wil fit in your HP case (you may have to open your case and measure the inside).

What are you going to do with the GPU?
If you plan on doing Iray rendering and you are using W10, the 4GB VRAM will not let you do much as one light weight G8 figure with light weight clothing and hair will already require around 3.8GB's

The only thing with AMD graphics cards, is they cannot render iRay images, so any iRay renders would drop to the CPU. In that regard, make sure you have enough RAM in your computer, and if you haven't yet, you could max-out 4 DIMM slots in that computer. But according to the HP specs for the HP Compac 8200 (link below), it does have a 320 Watt power supply and 2 x full-height PCIe x 16 slots. So as long as you have enough room for the size of the Asus GPU card, you could use it.

Your other option is to save up for a new computer with a nVidia graphics card.
The AMD will only function for simulating clothing. I dont have the money to upgrade the computer to get a full size GPU, so Im looking at maxing out the memory on it, as 8gb is obiously not enough.
