I think that's Urban Sprawl 3.

And even if it's not...

Buy Urban Sprawl 3 anyway. It has pretty much everything you could need in a city set.

It is indeed Urban Sprawl 3, Building 03 specifically. The extra props (tree, fence) are only included with the block sets (not available to load individually), so you'll have to copy them from a different area, if you want. The store display is used more than once (Buildings 06, 04 split in two, 18, 38, 48, but with different façades).

(Man, I have too much time on my hands, but I did get to explore it in detail...)
