Is there a town or city center type setting?

In a scene I want the mayor of a city to give a superhero a trophy for her help protecting the people over the past year whilst on a stage with hundreds/thousands watching.
I've looked at some good city settings for sale here and elsewhere but nothing in the products could really be used as a sort of outdoor open space town/city center. I don't mean an indoor town or city hall building I mean some type of outdoor intercity mass gathering spot where people would usually go for big announcements or events from known people.
Any ideas on what I could use here? Maybe I could improvise with numerous products depending on their price but right now I don't know where to begin.

n.b. 'the park' doesn't necessarily come with the gazebos. Either kitbash from another set or use a plane and apply a shader to it.
appreciate you trying but a gazebo isn't really "BIG" enough relating to the event at hand. This is a big deal for the city as far as announcements/ceremony's go and the Mayor will be there also. Needed something more extravagant and kind of "official" looking sort of. I also need to put police around it.

Now-crowds, as mentioned, are good for populating scenes especially if you use a shallower DOF.
