I recently tried painting tattoos in ZBrush but gave up out of sheer frustration. It was ridiculously counterintuitive. I always go back to Mudbox. That's what I've used for years to paint tattoos on models and it's what I'll continue to use.

Latest example (the design was drawn out in Photoshop first and then I used that drawing as a guide in Mudbox to draw it out by hand rather than using a stencil) -

This was done by taking multiple designs and creating a sleeve in Mudbox with the projection brush (hopefully ok image, if not sorry) -

These were also done in Mudbox (the tattoos on the lekku were not...they were just laid out in Photoshop and worked out well without intervention) -

Obviously once the tattoos are laid out in mudbox, then tweaking will need to happen in Photoshop to blend the tattoos into the skin texture properly so they look like tattoos and not stickers.

Mudbox is a $10/mo subscription, btw...unless you can prove you're a studen (they look for proof now). I just sign up when I need to create a set and then cancel when I'm not using it.

The few tattoo designs I've done have all been in Affinity Photo then placed on the figure using L.I.E. inside Daz Studio. I've only done simple tribal type tattoos though. Nothing too complicated.
