Any ideas on how to fix the rigid waistband on Bardot skirt in simulation?

I'm learning how to simulate clothing, and I thought I'd start with something easy... the basic Daz provided Bardot skirt and top. So, the main body of the skirt simulates nicely as expected. The waistband remains a rigid hoop in the air. How do you change it so the waistband simulates correctly, just as the rest of the garment does? I've applied the DForce dynamic modifiers as per the tutorials, but the waistband refuses to budge Help?

    The skirt is already set up for dForce, so applying the modifier won't do anything new. The waistband is the Skirt1 surface in the Editor tab of the Surfaces pane - if you select that and scroll down through the properties you will find that the Dynamic Strength iss set to 0.18, instead of 1 like all the other surfaces. If I set it to 1 instead the skirt will simulate fully:
