What causes IK enabled hair to lose that ability when "Fit To"

Take any hair that you can use Inverse Kinematics on and "Fit To" the figure and the hair all seems to be fused together (in a parameter sense, not physical) and attached to the neck. I use the V5 pony tail a lot and I'm only able to adjust it with ease when it's parented to the figure.

Don't know exactly what you mean - I can select the ponytail in the Elite Ponytail for G2F just fine and move it around with both the universal transform tool or the active pose when the hair is fit to the figure. I'm using DAZ Studio 4.7.

Are you using AutoFit to convert the hair to a figure other than the one it was made for?

Sometimes, but the effect persists across figures. I've also cited a bug where parenting (but not "fitting-to") ponytail hair affecting poses, yet nobody seems to find any of this interesting and it is... annoying to say the least.

you may not be looking in the right place for the poses if it is made for the figure, some under head or neck others general or actor
if autofitted from another figure you will lose bones unless you follow sickleyeilds tute
Parenting can do funny things with parameters and you may need to zero the pivot point with the bone editor if it is designed to be conformed.
