I still have problems with fixing the scale ratio on a model

I'm trying to make this model scaled to 92% but no matter what I do when I load the scene it is scaled to 104%. What mistake I do?

    See the litle lock next to the heart (your arrow almost points to it); unlock the setting and enter your value.

    You didn't understand me - I know how to lock/unlock and put new value; the problem is how to fix already locked value - with the icon which looks like a chain. The mouseover help says something like "click it to block overriding the already *locked* value". But clicking on it sometimes does nothing - simply loading the scene changes the value of the overall scale.

    The chain icon doesn't lock the property, it stops other properties from affecting it - so with the chain broken, if you set a character that scales the figure up or down its size won't chnage.
