After some chaotic movement I cann't attach new panes to the side panels, neither can I reorder already attached tabs.
Please advise.

You can always reset the layout, or reload one of your own saved layouts, through Window>Workspace>Select layout
I did exactly this - and after that I can move the new panes at the screen but they cannot be attached.
Providing I have at least one pane already attached on the side, the next pane to be attached can be attached at the top of that side pane. Then I can click/drag the tab [name tag] for that upper pane and slide it down to beside the 1st one, resulting in 2 panes attached to the side the way they should be.
IF I have 'no' panes at the side, I have to resort to resetting the layout because no, no pane wants to be the first to be attached.

Pane groups should be draggable (by their top bar), showing a line of highlight colour when correctly placed. You can add new panes to a group by right-click in the area beside the tabs.
