Render with textures and without, then blend the images in your graphic editing software of choice.

That is the simple approach. Trying to do this in DS would be much more complicated, and would require using PS or an equivalent anyway.
fine so how come i run it without texture i mean which setting as in reference image , what to to do get such render as im rendering im getting the final product all textured only.
im new so please help!

I do not know how much of a beginner you are, but if you do not know yet how to apply shaders and textures, this idea you're having may still be a bit to ambitious. Not by a lot, but you could start with something a bit simpler and experiment with the application of shaders. There are tutorials on YouTube about shaders, they are not hard to find.
I know it sucks to hear this, you want to get the pictures in your head on your screen, but it takes time to learn. But with a bit of patience and effort, I am sure you'll be amazed what you are able to create in six months time.
This, blending two images together in Photoshop is the way simplier approach.
I do everything in After Effects just because it's what I've been used to, but this'll work in Photoshop as well, I just don't know where the buttons would be. Do what was mentioned above, render out the image and the one without textures (if you're new and unsure how to do that, just go into the shader of the character, click on surfaces, base color click to none) and then bring in one image into photoshop and overlay the second image directly on top. Then cut the image in half (I think it's called the pen tool in photoshop, I know for AE I just hit G and don't even remember what the tool itself is called). So now you have the picture divided but the division is super hard, so go and feather the top image that has the cut until it blends nicely. You just have to play around, but that's really the gist of it all. Good luck!
To get that "clay" shading you simply need to take off all the texture maps. A simpler way would be to use a ceramic shader (for example) and apply it to the skin, then lower the gloss if needed. If you still wanted simpler (as in a one-click solution), there's always Jepe's products (such as this one: https://www.daz3d.com/jepes-art-deco-statuettes-iii-for-victoria-8) which come with a variety of different materials to apply to the skin.

Do you just need it to fade from color to black and white?... the image you showed uses a color render (on left) and what's called a "clay render" (on the right)... A clay render just renders everything in a default grey color and ignores textures (notice the eyes have no pupils)...
If it's just the color to B&W fade, you'll still need to use an image editor but you'll only need one image (not a color and a clay render)...
Just the color render... you'd have to open that in an image editor (Photoshop, Gimp, etc), make a duplicate layer above it, desaturate the lower one, then erase half the top (color) image... Depending on what image editor you have, that fade effect could be part of the erasing or use a separate tool...
Or you could use just use one layer and desaturate half the image using a selection box with a specific amount of fade... you'd have to determine the amount yourself through trial and error.
These are a fairly easy process in most image editors.
I recommend looking into learning the basics of either Photoshop (at least the "Elements" version) or GIMP if you are getting into 3D art, because postwork is usually the easiest solution to most effects.
If you have an image editor already, let us know which one and people might be able to walk you through this.
Both GIMP and Krita (both free) will also merge two images and do it quite well, just as good and simple as in Photoshop or After Effects.

Of course, like PhotoShop & GIMP, if you don't know what's possible, then I'm sure it's weird to play with something like this... but Photopea has the advantage of not needing to install anything to try it out.

You could also just do one render, bring it into PS or Gimp and use the desaturation brush at 100% on half the face then paint in the eyeball.
