It is not generally true that hierarchical poses are are fragile as you say - I just tried on of the Kota 8.1 guitar psoes with and without the tail, it worked correctly on the base figure alone.
You might very well suggest adding options to try matching partial hierarchies as a ctrl-click feature, but if you are inclined to do so I would suggest offering it as an enhancement suggestion rather than an attack on the devlopers of the existing system.
As a workaround, try parenting the individual buildings to a Null (or Group) with the same Name and Label as the block's root node. For example, US3Block1's root node is called "us03Roads01". Create a new Null with the same name, and parent the individual buildings to it, in the same hierarchy as the block. Some have add-ons that aren't available separately, like decals and signs, so you would have to copy them from the full block. Once they are in place, however, the hierarchical material presets work on the individual pieces attached to the Null. (Yes, I tried it myself). Then, I guess, save them out as scene subsets for future use. Adding more than one with the same name will just bump the counter attached to the Label, i.e., us03Roads01 (2), us03Roads01 (3), etc.
