Spotlights don't work after I change from Dome and Scene to Sun-Sky Only

I feel like I used to know the answer to this. Why do the spotlights stop working when I change from Dome and Scene to Sun-Sky Only? When I change from  Sun-Sky Only back to Dome and Scene, they work again.

    If you want to combine scene lihgts with Sun/Sky then you must leave the mode set to Dome adn Scene, then remove the image from the Environment proeprty - with no HDR assigned the Dome modes will function like Sun/Sky.

    The answer is in the question: spotlights are part of the scene (i.e., the scene tree in the outliner). If you disable the scene, you disable the spotlights.

    Also, "sun-sky ONLY" is kind of a hint.
