Suddenly Slower

So I'm throwing it out there to see if anyone has had a similar experience

I have not used my computer in a few weeks (i7 920 2.6GHz, 12GB DDR3 1.6GHz, GTS250 PCIe 2 x16 1GB DDR3 [26"LDC/24" LCD], 4 Internal HD's, 3 External HD,s 750W Corsair PSU, Win7 Ult 64 bit)
I fired up DS 4.7 and immediately noticed my on screen navigation was slower than usual. I checked my on display prefs and I turned down everything I could think of but the problem persists, Navigation is noticeably slower all of the sudden.

Reality 4 (the DLL has been moved to a folder named "DISABLED" in the root of Studio and does not appear to be available to the app) Reality 4 was slowing things down but I updated it, I ended up disabling it for now because I will use it in the future but I have projects I started in Reality 2 and want to finish them first.

installed a 4 TB SATA 3GB/s Drive (I have 4 internal drives total, I'm going to remove two)

Corel Painter 2015 (which installs a service I can't shut off because the reg directory does not exist as shown on the support page and no uninstall DOES NOT REMOVE this service, it's a copy protection scheme and I have a legitimate copy of Painter)

Here's what I tried (no changes btw)
Clean reinstall of the same GPU drivers (latest from NVidia - July 2014)
Downgrade to DS 4.6.2.50
Checked the drive for fragmentation (none found)
updated Windows to current 2015 from Windows update
Checked for virus using AVAST 2015 (none found)
Checked for rouge services (didn't see any)
Checked msconfig for unneeded services and shut them down.
Ran CPUz, system core fluctuates between 1.6 and 2.8GHz which I've read is normal
Checked Process Manager (CPU fluctuates between 0% and 12% during idle time)

SO at this point I'm thinking removing 2 or more of the SATA drives that are being used by the 4TB, but I was using the 4TB drive for a few weeks before any of this happened.
I have also not tried rendering to see if the CPU is slower as well.

If the HD thing does not work I'm thinking re-format drive, reinstall windows.
Before I do this has anyone seen this happen and have a clue as to what is going on?
