Figure Setup: Eyes and other non-parent effecting bones

Have been using figure setup to create a couple of characters.
Have been having an issue with the Eyes and other bones that I don't want to affect the parent at all when they move.
The first character I made didn't have this problem, when setting it up in the joint editor after the figure setup the parent (the head) wasn't been affected at all when the eyes and other things like eye lids were being moved, and were not being shown as affected at all for each of the axis parameters in joint editor.
However, whenever I setup the second character, anything that is parented to the head is now moving and morphine the head when that bone is moved. For example, when the eyes rotate it twists and morphs the head.
In joint editor, it is showing that, when parented, each of the axis of the eyes has an effect on the head, but not when the eye is not parented.
Having looked at this it seems that as default any bone has a bend/morph effect on its parent.
I have therefore created a ghost bone to parent the eyes too, and then parent the ghost bone to the head, which seems to solve the problem.
However, I didn't have to do this for my first character and for the life of me I cannot see what I have done differently between the two setups. There must be a setting or a naming protocol or something I am missing.
I'm assuming that this is a fairly simple thing as any figure created won't want the eyes morphing the head but have the eyes parented to the head.

Is this DAZ Studio? If so, I suspect your first figure was TriAx (weight mapped) and your second is Legacy (Parametric) - in parametric rigging a bone can affect its own mesh and that of its parent (and it carries any of its children with it). Assuming you want that type of rigging, one option is to use fall-off spheres (Enable Matrices in the Tool settings pane) and size the spheres to just enclose the eye.
