I've wondered the same thing. However, the fact that Daz's FBX Exporter can output to 7 different FBX formats (14 including Binary/Ascii variants), suggests to me that they used a version of the official Autodesk FBX SDK or at least licensed proprietary source code. That might make it difficult to fully release it as open source. I think the probability is much higher that someone would release an open source plugin based on one of the open-source FBX implementations before Daz publishes their FbxExporter as open source. However, I would be very happy to be proven wrong on this one.
