I had to reinstall Daz 3d and after everything is downloaded, I try and open a character and a message comes up (Could not open file duf File does not exist) so not sure what the issue is or how to correct it.

From which pane are you attempting to load? Does the file have its thumbnail? What is the exact error message? How did you install your content? Have you customised any of the directory settings?
I've downloaded using Daz Central also is the Connet folder meant to be empty? as unable to open anything that has been downloaded
You can take proper screen shots with the Snip and Sketch tool (or the Snipping Tool if that is an older Windows).
The Connect folder is sued for content isntalled through Daz Studio - if you don't do that, and don't let Daz Studio go online to get the metadata for your products, then yes it will be empty.
I notice that your Documents have been moved to OneDrive - if that happened after the iinstallers were installed then that may indeed mean that the content has been plucked from its orignal location and the pointers to the content directories are no longer valid. Also, if you are using the free version, it may well have run out of space.
