Is there any program for $70 to $50 or less that does super-boolean welds to turn primative modeled designs into unimeshes?

That is not usually a good workflow for base modeling, but Blender does do booleans and is free.

With polygon boolean operations, you will always have some issues.

For your price_range, I would suggest you have a look at Groboto. http://www.groboto.com/v3/
You can get Groboto V3.3 for $40 http://www.groboto.com/v3/Store/Offers_3/index.html

Be aware. Groboto development is probably finished now. The developers moved to creating a plugin (MeshFushion) for Modo. That now appears to be their main concern.

He wrote that he is seriously ill and that he is dedicating 100% to the Modo plugin.

Blender booleans since the inclusion of the Carve library are pretty good.

All reasoning aside, Groboto is unlikly to be developt further.

Although Carve CSG is certainly robust (and a number of applications now use that library), unless the user makes sure of edge alignment at trimming boundaries, there will be issues with bad poly flow and a non-watertight mesh. Which leads to (but not limited to ) rendering artifacts.

I don't remember the exact disease he said he suffered from, it was a blood disease and the relevant wikipedia page was quite clear: chronic, progressive and eventually, in 10-20 years, fatal. This guys knows the answer to the question "how will I die".

Going back to booleans, some edge flow refactoring/retopo is inevitable whenever you use booleans, in any application.
