Content Disappearing?

No this used to be my go-to character, and I am 100% sure there were skin textures for it.

Smart Content is not smart. It relies on metadata and the CMS database, that database can become corrupted making Smart Content useless. If you installed with DIM or Central all your content should still be available from the Content Library pane under either DAZ Studio Formats or Poser Formats.
I think your Viewport is using the Smooth Sahded drawstyle.
You do have content in, but it isn't showing anything as you don't have a category selected. If there was no content to show it wouldn't have expandable categories.
Plain Genesis loads untextured. Use the Basic Male or Basic Female version for something with skin. Smart Content should show all sorts of stuff. Maybe not everything, but you should see an assortment of Materials to use. But, yeah, use the Content Library to see all your options.
It seems some others misread your post so... the issue is that you don't see materials appear within your smart contents panel. I assume you did select Genesis before checking the section? Also: what do you get to see without having Gensis selected?
Most of all: what does the content library pane tell you? Find the materials section within the categories folder and check to see if it actually shows anything. If that's also empty then it's safe to assume that there's something going wrong with your CMS (the database which powers the smart contents). If that does show stuff... it's time to more in-depth research.
