Looks like something you could pretty easily accomplish with some of the morph packs available for Dragon 3.

Would this help?  I know it's not exactly what you want, but it might help you get there:  Royal Eastern - The Asian Dragon. Without the hair, of course.  I think it's 3DL, but you should be able to convert it.

There's also Will's Wyrms. It has built in morphs to add various horms and teeth.
