When ever I use OOT hair I get these things on fore head.
What am I doing wrong?

You're probably not doing anything wrong. In DAZ STudio many types of hair use a cap that is roughly the same shape as a figure's head, but not quite. The black marks you're getting are a result of the hair cap intersecting the head of your character.
Just select the hair cap and there should be a slider to make it just a little bigger. 1-5% should be plenty. Sometimes there isn't already a slider to adjust the size of the hair cap and then you have to make one. With the haircap selected, go to Edit / Object / Geometry / Add Push Modifier. You can name it whatever you want. It will be created by default with a value of 1, which will lekely be way bigger than you want it.

oh I noticed thats a bug in DAZ sometimes, switch the rendersettings where you can choose between fast and memory. one of it creates those artifacts.
Switch to "smooth shaded" in your viewport and you will see the headcap, adjust from sliders (even the greyed out ones) around forehead till the headcap doesn't overlap with the forehead and temples.
