Advice for underwater ruins or underwater swamp?

I'm kind of picturing something like swimming portions of the early Tomb Raider games, what are some products that would be good for creating underwater ruins and swamps?

And just to be exact, when I say underwater, I mean it would look good from an underwater POV.

The Albert Mansion Sunken Add-On might be useful to you (requires Albert Mansion, although I suspect you could get some use out of it even without that).

For lighting, I've had some decent results from the Laguna Underwater Lights. For ruins, you might want to take a look at Stonemason's Gothic Ruins. And you'll probably want some Seagrass.
