It's an IBL HDR with low-res JPEG previews to load on the Reality IBL Sphere for adjusting the rotation within Studio.

I'm not a 3Delight user, so I don't know how it goes about handling IBLs. But Studio/3Delight do support loading HDR format image files.

    so it's hdr light only?

there's no actual sky and clouds in the scene?

    thanks

they bounce off whatever you have in the scene, the texture is the source.
that is what imaged based lighting is,
a 360 image that is used to light the scene
